who are we?
We are a collective impact initiative based in the Mildura Local Government Area, on Latji Latji country in North-West Victoria. Since 2015, we have partnered with communities, service providers and government agencies to create ways for children, young people and families to have a voice and agency in decision-making processes that impact them.
why do we NEED hum?
Mildura LGA is a culturally diverse region with a large Aboriginal and Torres Strait Islander community and around 80 different migrant groups. We’re a thriving community of resilient, capable and creative people. But with the strengths come significant challenges. As a collective impact initiative, we bring together different groups to tackle complex social problems in new ways.
what are we working towards?
Hands Up Mallee is working to create ‘a connected community, where families matter, and children thrive. We partner with communities to pilot new ideas and service providers to deliver programs and services to better meet community needs. We measure impact not just with traditional metrics, but by broader shifts in relationships, perspectives and ways of working.

HUM’s Mid-Term Evaluation
Hands Up Mallee is committed to learning and improvement as key drivers of community-led change. Guided by our Measurement, Evaluation, and Learning (MEL) Framework, this Mid-Term Evaluation provides a deeper understanding of how our collective efforts are enabling systems change and delivering early outcomes for the Mildura community.
Commissioned in 2024 and independently reviewed by an external evaluator, the evaluation offers robust evidence of how Hands Up Mallee’s approach - centered on partnership, local voice, and shared decision-making - is influencing change across services, government, and community.
It marks a significant step in our journey to build an evidence base that not only shows what is changing, but how change is happening through collaboration.
